A WhatsApp-Bitrix24 setup in the UAE has four distinct cost layers: the Bitrix24 subscription, a connector or Business Solution Provider (BSP), Meta's per-message fees, and one-time integration development work. Missing any of these in your budget leads to surprises after go-live.

No single vendor controls all four layers, which is why many teams underestimate total spend. The table below maps each layer to who charges for it and how it is billed.

Which Bitrix24 Plan Do You Actually Need for WhatsApp?

WhatsApp via Twilio or Edna.io requires a paid Bitrix24 commercial plan; the Free plan does not support telephony or Market apps. For most UAE sales teams, Standard (up to 50 users, flat price per organisation) is the practical starting point, rising to Professional if you need Workflows.

  • Free - no telephony, no Market apps, no paid connector support.
  • Basic (5 users, $588/year) - supports Open Channels and Market apps (up to 2 apps); usable for very small teams.
  • Standard (50 users, $1,188/year) - 10 pipelines, up to 4 Market apps; the most common choice for WhatsApp sales.
  • Professional (100 users, $2,388/year) - adds Workflows (the business process designer) and 7 Market apps.

REST API webhooks and unlimited Market apps are available on Vibe+ plans (from Basic Vibe+ at $705/year at the launch-offer annual price, which can be bought until 10 December 2026; renewals are billed at regular prices). If your connector relies on webhooks or a custom REST integration, you need a Vibe+ plan - Essentials plans do not include the REST API, including for partner-built integrations.

Connector Options Built Into Bitrix24 Contact Center

Bitrix24 natively supports three WhatsApp connection methods - Twilio, Edna.io and Instant WhatsApp - each with different registration requirements, costs and message-type restrictions. Choosing the wrong one at the start forces a rebuild later.

Twilio

  • Rent a dedicated WhatsApp number through Twilio.
  • Requires a paid commercial Bitrix24 plan and a paid Twilio account.
  • Bitrix24 does not charge separately for the connector itself.
  • Twilio charges approximately $0.005 per WhatsApp session message (helpdesk.bitrix24.com/open/10222132/) - note this is Twilio's session fee on top of Meta's per-message rate.
  • Best for: teams that need a registered, dedicated WhatsApp number and plan to send outbound template messages at scale.

Edna.io

  • Works best for service messages such as order updates or appointment reminders.
  • Paid service; pricing is set by Edna directly (helpdesk.bitrix24.com/open/25935795/).
  • Suitable for transactional notification flows rather than high-volume inbound sales chat.

Instant WhatsApp

  • Connect without formally registering your business with WhatsApp.
  • Supports one Open Channel only.
  • WhatsApp does not pass the customer's name or phone number to Bitrix24.
  • The agent must reply within 24 hours of the customer's last message.
  • Best for: very small teams testing WhatsApp CRM integration before committing to a BSP.

Third-Party Market Apps

Third-party apps in the Bitrix24 Market (not Bitrix24 products) extend these options. Examples include Flow Bridge WA (WhatsApp Cloud API connector) and The MindHub AI Agent Maker (AI agents across WhatsApp, Facebook Messenger, Instagram and Telegram, using OpenAI and Google Gemini models). These are independent vendors; pricing and support terms are set by each vendor separately.


How Meta Charges for WhatsApp Messages in the UAE

Since 1 July 2025, Meta charges per delivered business-to-user message rather than per conversation. From 1 October 2026 this includes service messages, with 1,000 free service messages per business phone number per month. AED billing has been available since 1 April 2026.

Key rules to understand before you budget:

  • Who pays: the business (your company) pays per message it sends to users.
  • Free tier: 1,000 service messages per business phone number per month at no charge (no rollover). Messages beyond that tier are billed at the service rate. Without a payment method on file, messages beyond the free tier are not delivered.
  • Customer service window: non-template messages can only be sent inside a 24-hour window opened by the customer's inbound message.
  • Free Entry Point (FEP) window: if a user writes via a Click-to-WhatsApp ad, the window stays open for up to 7 days. Inside that window, marketing, utility, authentication and service messages are free - but Meta Business Agent messages remain charged.
  • Template messages: companies can send templates (marketing, utility, authentication) to customers first, outside any open window.
  • Volume tiers: apply only to utility and authentication messages.
  • BSP fees excluded: Twilio and Edna add their own per-message fees on top of Meta's rates. Always request a rate card from your chosen BSP separately.

Important caveats:

  • AED billing is available for UAE businesses since 1 April 2026. Tax treatment depends on your billing country and shows at checkout; UAE VAT is 5% under Federal Decree-Law No. 8 of 2017.
  • Message volumes vary significantly by business type. High-volume marketing campaigns will push Meta fees up quickly.
  • Twilio and Edna rates must be sourced directly from those providers - Bitrix24 help gives only an approximate Twilio figure, and BSP fees are not included in the figures above.
